Ukrainian President Volodymyr Zelensky States He Lacks Clear Defense Guarantee from European Partners

President Zelensky has stated that European allies have not given him solid assurances that they will defend Ukraine in the event of a new Russian aggression.

"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he stated to the press on midweek.

His comments come a day after the UK and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is agreed.

However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a pledge at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said a significant number of soldiers may be deployed.

Partner nations suggested that the US would take the lead in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has not yet commented on the declaration made in the French capital.

President Putin initiated a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "a vital part of our commitment to stand with Ukraine for the foreseeable future".

He added: "It paves the way for the legal framework under which allied military personnel could function on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that accord as a "huge step forward".

A day later, however, he appeared less optimistic.

"I see the will, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we don't have such security guarantees - legally binding, endorsed by legislatures, backed by the U.S. Congress - this crucial issue remains unresolved. And even if they do, you must ultimately depend first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on agreeing security protocols.

Recently, the President indicated a settlement was "ninety percent complete".

Questions of land and security guarantees have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukraine's military must withdraw from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could withdraw its troops to an agreed point - but only if Russia did the same.

Russian forces currently controls about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts constitute the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - particularly targeting power facilities. Russia has also made slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, albeit with varying degrees of effectiveness.
